Vernon and Welles Rocket man trigger

So Vernon and Welles has onward that alows them to take a walk action and with the correct trigger they can place instead of move. I assume that this is still a walk action and that they cannot use the place to disengage from melee, but it would be nice to know for sure how it works? Thank you.

I assume that the trigger effectively turns in into the following action

This model is placed completely within 5". This move can not be used to leave the engagement range of models engaging this model.

as that is replacing the move with the place, which is what the trigger states. It is still a walk action regardless, which will matter if you're facing Lethes Caress or similar.
