It only counts as a charge if you are specifically taking the charge action. That's usually only if you get to declare an action: during your turn, if a model uses 'Obey' or a similar ability on you (Like Amina has), or if there's something that lets you take specifically a charge. The charge action is fully resolved before the melee attack action it generates begins.
