Sonnia Criid Smothering Flame

Question

Sonnia Criid has a passive ability called smothering flame that reads:

“Enemy models within LoS reduce the range of their non melee actions by an amount equal to their flaming condition”

Q: Is movement affected? 

I’ve googled, people think that movement doesn’t have a range but rather a “distance” and so not effected. 

Thoughts?

Range is a specified part of an action. 

If the action is a place effect it might have a range, but if it is a push or normal movement then it doesn't have a range.

So in general movement isn't affected, because an action such as Walk just has a model move upto its Mv stat in inches, and so never has a range involved. But some movement effects, such as Shade step, do have a range that is reduced by Smothering flame, and that reduction in range will reduce the distance

But there are actions that have a range, but the distance moved isn't related to the range, such as Fly with me

Fly With Me rg2" st6 - TN12
This Action cannot be taken while engaged. This model may target another friendly unengaged model of lower Sz. Place this model anywhere within 4". If this Action
targeted another model, Place the friendly model into base contact with this model.
 

Here the reduction in range would mean you could only target models that were nearer, but it would not affect the distance the model flew, or the placement of the target
