Angelica Durand has a trigger on her Suddenly, Doves! action. 

Does this wording "when resolving" prevents shockwave from giving out Distracted +1, as Shockwave Marker is removed from the game?

Not a bomb has a timing specified, of after you have dropped a shockwave marker. So yes I think you are right it will happen after the marker is dropped but before any models take the shockwave tests, so by the time they go to check for tests, they aren't in 2" of a shockwave marker because you have already removed it.
