Once per turn Actions and Obey?

Once Per Turn Actions
Some Actions note that they can only be taken "once per Turn." This only refers to the individual model. Although the model may only take the Action once per Turn, other models may still take the Action.

Can a model with Obey force an action that is stated it can be taken only once per turn?  The wording on Obey, controlled by this model’s controller seem the model using Obey could do it.

If the model hasn't taken it yet you can do it and thus block them from doing it later in the turn but obey counts as the model taking the action doing the action so if they already did it this turn you can't obey them to do it again. If your master obeys a minion you can't use a soulstone on the minion's attack either. It is the obeyed model taking the action, you as the player just controls it if the model was an opponent.
