Does "friendly model" count self?

Quick rules question about target friendly model. Can the caster target themself?

 

The example I have is Master Queeg's ability that lets him push 3 by dealing 1 damage to target friendly model at the start of his activation. Can he whip himself forward?

However, a model may not target itself with attack actions, only with tactical actions.

Since it does not say "target other friendly model", he should be able to target himself. From the wording of it,

[...] it may deal 1 damage to target friendly model within 6" to push up to 3" in any direction.

He would be able to, since he's always friendly to himself and within 6" and line of sight (page 40 states that models always have LOS to themselves), which makes him a valid target for the damaging part of the ability.
