Yan lo attack all models after place and rats

Ok so if i use bone assendant upgrade place in 8 inches and make attacks. I kill a model and a rat is placed in his range can he smack the new rat as well?

The action on the upgrade on the upgrade in question:

(2) Hunpo Assault: Place this model within 8" of its current location. Then choose a Attack Action which this model may take and take the chosen Action against each enemy model in range. These Attack Actions gain to the Attack and damage flip.

I want to say that that would be resolved in two steps:

Step 1, place the model in its new location.

Step 2, choose the action and then declare it against all of the enemy models in currently in range, in the order of your choosing.

but I'm having a hard time finding evidence whether or not step two would be "Determine all of the models currently in range, then make attacks" (don't attack new arrivals) or "Make an attack against a model in range, repeat until you've attacked everything in range once." (attack new arrivals).

That was my issue even tho i was the one doing it I elected simply not to attack the guys new rats but I cant find any thing in the rules that give it solid answer one way or the other.
