These Interact actions must obey all the normal rules for interact actions. If the model for whatever reason, such as being Insignificant or engaged, cannot preform such an action, the Deliver Orders action is wasted. Usually being engaged isn't so much of a problem as Deliver Orders comes with a tasty 2" push which is often enough to get you out of the way but PraetorDragoon hit the nail on the head.
