No the disengaging strike will occur before they start moving.

You announce you would like to take a walk action, opponent can declare disengaging strikes, and if they hit you spend the AP and don't get to walk.

And you can't end you movemant in impassable terrian or in anotehr model even if you are incorporial.

Ikvar a model only gets the chance to make a disengaging strike if a model started engaged within its melee range. A model with a high walk could start outside of a models :melee and walk though it unhindered. Heck it can walk though a bunch of models :melee. If it desired. But if it ended in a models engagement range and tried walking again a disengaging strike could occur.
