Mad Haberdasher restrictions

Seamus takes damage from an attack and triggers his Mad Haberdasher upgrade, drops a hat next to Copycat Killer who then gets to immediately pick it up and attach the Mad Haberdasher upgrade. From the wording it sounds like the Copycat gains the upgrade but according to the upgrade card it is restricted to Seamus so only he can have it. Does the copycat killer (or any other model) picking up the hat reattach it to Seamus?

No.

Only Seamus can buy it, but it can be used by others.

The copycat kills gains, and can use the upgrade - so can your opponent's models if they pick up his hat. Always fun that.

It is also worth noting that the Copycat can only get the hat through his Little Hatter ability since as an Insignificant model he couldn't make Interact Actions at all.

The restriction "Seamus" on the card refers to hiring only. During the game those restrictions don't apply (especially if the abilities on the card say they don't) - but in normal circumstances models can't drop their upgrades so it never becomes an issue.
