...can the Brass Arachnid be used?

When Ramos is hired as the second Master with Hoffman, the crew is Guild. Now, C. Hoffman can purchase Arcanist contstructs, but the totem rules prevent him from purchasing totems that belong to specific Masters. Since it's Hoffman's ability, would he be able to grab the Brass Arachnid for Ramos to use?

Yes, Masters don't hire, Masters are hired like everyone else and some have allowances or restrictions for the rest of the crew. So since you're hiring Ramos, you should also be able to hire his totem via Hoffman's special rule
