More specifically:

The Rule of Equiv concept was there from day one but not spelled out; Book II attempted to clarify the concept but lawyer language was difficult; Rules Revision Handbook identified and isolated each instance we could conceive of that we ever wanted it applied to and we tried to spell out those unique, individual instances in each case. That's why the Rules Handbook is the bomb and also part of the reason it took a while to get it completed. There was a lot of microscopic study of words and intent.

By "WE" I assume you mean you were involved with the development of the manual? If so, that's all I needed!

Thanks for the input everyone! We assumed it was nuked, but played with it anyway the last game. Now we can "ignore" it!
