At least with an LCG you know that the base set is viable on its own- most CCG starters are playable out of the box...but just barely, and not against someone who is actually buying cards. I can play Netrunner with just the base set and actually have a chance of beating someone with every set. With CCGs that's next to impossible, except perhaps for my old favorite On the Edge. That playability is part of the reason it didn't last that long: it had a few broken cards but overall it was well balanced enough that there was no drive to constantly buy new sets.
