Scale for terrain

This has been argued extensively here.

To summarize, wargaming figures aren't an actual scale. Their proportions are distorted and, because they are sculpted by hand, they vary considerably from figure to figure and sculptor to sculptor. If you are building your own terrain, use you best judgement and make something that looks right. If you're buying terrain, there a many companies that specialize in stuff for 28mm games. I don't know of anybody making terrain for 32mm games, but the difference shouldn't be too much. I'm considering buying some O gauge buildings, which are a little big but not by much.
