Ancient Technology - can you use on friendlies to spam discard?

It doesn't specify Enemy, so can you just bubble up the Cryptologist or Unseelie Engine to drain an opposing player's hand?

You can do that, but its the opposing players choice to discard or not, and if they don't discard, you get to not do some things " when that model activates".

There aren't too many crews that will apply bad things to your models that trigger when they activate, so most players will happily let you have the chance to not regenerate and so not have to discard.
