Am I reading it correctly that a minion  with this upgrade can move every time another model of either faction anywhere on the board ends it's activation? So that as long as it stays unengaged it could move, say in a game with 9 other models 9" every turn?

Yes, that is correct. Twitchy doesn't specify friend or foe, so the ability triggers from every other model that ends its activation.
