Question: Mysterious Emissary's Spread it around trigger

Spread it around:  wen resolving, the target suffers +exploding damage and models damaged by this action gain staggered.

 

I am unsure about the + exploding damage  clause 

becuase the damage track is 2/3blast/3blast

 

if i got moderate with the trigger

do i cause 3blast on the target, then the target suffers an extra 2 damage (step down from the blast) ?

 

If i got severe with the trigger

do i cause 3blast on the target, then the target suffers an extra 2 damage (step down from the blast) ?

This came up before. The trigger is weirdly worded, but that means you have to add 1 blast to the damage track, not that the target gets a direct hit plus a "ghost" blast. With that trigger the damage tracks goes from (2/3/3) to (2/3/3) and it also gives Staggered.
