From the Shadows + Lethe's caress

Question

Had a game with Mary the pirate queen, 2 things came up:

We both had a model with From the Shadows but couldn't find anything to clarify who deployed their model first? Since it's "start of game" and only deployment phase seems to be described?

Second: A model charges and strikes Mary, the strikes again with the same melee attack. Does that trigger caress? You declare 1 charge and 1 attack but charge also gives an attack so have you declared the same attack twice?

Encounter Step J Start of the game. Any effect that happens at the start of the game happens now. If multiple effects happen the player wth initative may choose the order they resolve in. The attacker is always considered to have initative until the first turns initative flip (page 43)

Step 1 of taking an action is declaring the action. (page 35, amongst other places). You will declare the attack action taken as a result of the charge action. So when you declare it the second time caress will be triggered.
