Freeze Over is a attack, so using it on an Ice Gamin in melee is "Shooting into Engagement". The criteria is entirely "Does the attack action have the for range, and is the intended target engaged?" No exceptions for Ca actions. So you declare the Ice Gamin as your intended target, then flip to see who the actual target ends up being. If the Ice Game ends up being the actual target, then you can have the Ice Gamin relent and you only have to worry about making the TN 15. If the enemy model ends up being the actual target, then you have a duel as usual to see if the attack succeeds. Either way, if the attack succeeds then the Ice Gamin is going to ignore Paralyze because it's immune, but the opponent model won't. But note that "in melee" isn't the same as "in base contact". The base contact wasn't the issue as the models were all in base contact. I just knew there was something in the back of my head niggling that there was something not right.
