The Emissary drops a Scrap Marker.

Mei Feng then autosucceeds on Railwalker indefinitely unless she Black Jokers.

Can she keep doing this for a long time for card stacking? Fish through her deck to spend AP to repeatedly cast until she gets rid of the Black Joker? Keep flipping through her deck for a reshuffle? Stall the game until her opponent calls the TO or just leaves?

Which is why I said triggers from CA targeting this marker.  I.e. If you target the marker and generate a trigger that trigger won't get the +6 CA.  So you can trigger into the +6 CA so long as that trigger wasn't generated using the +6 CA.

Just for the record I could see this being useful if you have already flipped black joker and have only like 10 cards in your deck left, and most of your good cards are already flipped.
