If model A is within its Ht of the ledge of the building it is standing on, it can ignore the building when it's drawing LoS, and could thus draw LoS to model B. I also wonder - if, say, I'm on something long and elevated, like a bridge or catwalk of some sort, and my model is elevated at one end.
