Not the shortest route, not towards, as close as possible. The FAQ only covers Luring someone in base contact. Unless something has changed on the cards from the card in the rulebook, I see no problem moving the targeted model into base contact behind the Lurer so long as a) they did not start in base contact they have enough Wk to move there It's hardly drastic, game breaking or against the spirit of the game.
