Shackles of Earth - Move vs being moved

Hi everyone,

I just came across something I am not 100% sure how to interpret: Sandeep's Upgrade Visions in Earth says the Model may not be moved or pushed. I was wondering if that means it can never move or push or if it can still move or push on its own, just not be moved or pushed by other models.

Cannot be moved or pushed means it cannot be moved or pushed by any means. Period. The only way to change its position on the table is to place it.
