Failing Sooey and Engaged Pigs

So I have only the last Wave 1 Beta rules on hand for this, and the most recent Rules forum post including Sooey was pre-M2E (December 2012), so I'm looking for clarification but might not have an issue in the first place if wording has changed.

 

In the July 5, 2013 Wave 1 Beta File Sooey reads:

"Friendly Pigs in range may Push their Cg directly towards this model. If this model fails this action, all Pigs in range immediately Charge this model."

 

(Please correct this if not accurate to published rules)

 

When a model fails Sooey, does the required Charge ignore the normal rule that disallows Charging while engaged?

 

I think it does not ignore the restriction but would like confirmation.

Given that there are cards that do say "Can ignore", the fact that this one doesn't would mean charge rules while engaged still apply.
