Red joker question.

I remember from the beta seeing or being told something about when you flip the red joker, in a dual your opponent is not allowed to cheat, but having looked in the book, i can not see this anymore?

I am wondering if this is still there, or if it is something i have imagined, or if it was just removed?

Pg 28 in the rulebook has the rule you are looking for about not being able to cheat if your opponent flips the Red joker.

What about when you play it from your hand? Can your opponent cheat then?
