The Dreamer, Shadowy Form, and Light Em Up

Question

This caused quite a stir when it happened during a match tonight.

It played out like this

  • Dreamer is sitting in base contact with daydream
  • aSonnia casts Light Em Up on the Daydream, then bounces to the dreamer
  • Light Em Up says that that daydream, and one extra model gain a burning token
  • Shadowy Form says "Enemy models cannot target the Dreamer with Actions or Strikes if there is a friendly Nightmare within 3” of the Dreamer that could be a legal target of the Action."
  • Person A argues that Dreamer cannot be targeted because of Shadowy Form and if you select him as the 2nd recipient of the attack, that is targeting. Person B argues that it is an effect of the Action, and therefor doesn't target.

Who is right in this situation? How does this play out?

It is targeting, however the daydream is not a legal target for the second burning counter, therefore shadowy form does not prevent the Dreamer from being targeted.

The operative clause is "legal target." Because the spell says "other model" the initial target (the daydream) is not a legal additional target.
