If all lines to the model's base cross the intervening wall AND the model is within 1" of the intervening wall AND the shooter is not also within 1" of the intervening wall then the model would be granted cover. The type of cover granted depends on the properties of the intervening wall (i.e. does it have the blocking trait or obscuring trait). The Ht of the models in question only comes into play when determining whether line of sight can be drawn to the targeted model. In this case the model has a Ht greater than the intervening wall so line of sight is possible.
