Hiring Mercenaries

In a Brawl, can one of the two mercenaries you have in your crew be a master from a different faction (ie can Pandora and Viktoria lead a crew in a Brawl)?

Does hiring Von Schill as a mercenary from out of faction mean you can hire any number of Friekorps minions or are you still limited by the two mercenaries you can hire?

Von Schill always allows you to ignore the 2 mercenary limit if you have him in your crew..

In a Brawl you need to have a primary faction. In the case of Viktoria and Pandora. You would choose Neverborn and take Pandora as your first master and then take the Viktorias as your second master (but this costs you an extra 5ss).
