Slow only reduces your Action points pool of 1pt, and (All) doesn't have a cost, it's simply the only action you may perform during that activation. For example Zoraida can summon a Wicked Doll which although it is Slow can do (All) Malice and sacrifice itself to inflict 2 Wd on a target.
