Yes.

The active model is the one that's currently Activating.

In the case of the Judge vs. Candy's Harmless, the Judge has to perform a Simple Wp Duel with a target number of 12.

Page 36 tells you that the Judge has to get a 12 or better in order to attack Candy.

In your other example, the Judge wants to target Pandora. He now has to perform a Wp->Wp Opposed duel versus her.

Page 36 again will tell you that in a tie, the Judge would be winning as he would be the acting model.

Thanks again, that's how we played it.

The confusion came because it was Pandora forcing the test. So, we wanted to make sure that she wasn't considered the active player in that Opposed Dual.
