In the case of the Judge vs. Candy's Harmless, the Judge has to perform a Simple Wp Duel with a target number of 12. Page 36 tells you that the Judge has to get a 12 or better in order to attack Candy. In your other example, the Judge wants to target Pandora. He now has to perform a Wp->Wp Opposed duel versus her.
