In the FAQ it states you place the shockwave marker in step 3 (targeting) the trigger says when resolving instead of dropping a 30mm shockwave marker drop  a 50mm underbrush marker. The difference is measuring the range of the pulse from a 30mm or a 50mm marker. So would I place the 30mm then measure the swap to a 50mm this seems clunky especially if you have to put it under models.

That is step 3 of resolving actions...

 

You're think of step 5 apply results, but the whole process is resolving an action.  

You don't drop a 30 mm marker, you drop a 50mm marker instead
