Will of the Many trigger Secret Mission.

First the model may take a general action, then the trigger says the model ignores it's insignificant until the start phase.

Since the trigger comes after the general action, I assume an insignificant model can not drop a scheme marker from this action? (But would be able to from getting that action in the face again later that turn.)

This follows the Actions Generated by Effects section of the rules (pg 34). Generated actions happen after resolving the current action (which includes triggers). 

So for Nexus, you’d target the E&E, hit the trigger, then do the generated General Action, which could be to interact for a scheme.
