Had an interesting rules question come up today in a game.
When the Shadow Effigy with Effigy of Fate is replaced by the Shadow Emissary during the Start Phase, does this trigger the Dragon's Fire ability or does the 'Once per Activation' negate this since Start Phase is not during an activation?
