If I remember correctly, 'cutting the deck' was made popular by poker. It was more of a superstitious luck/change of fate thing with the cards than it was to stop cheating. Cheating by 'deck stacking' didn't occur too often. Mainly because, in the 1800's(especially out west), cheaters were often shot when caught.
It's also not that hard to spot deck manipulating and dice fixing. Magic the gathering is all about deck manipulation. There's all kinds of tutorials on how to "arrange your deck for optimal performance.There was even a booth at Gencon this year that sells novelty fixed dice and explainations on how it's done. A little light reading and spotting that type of cheating is easier than finding Waldo.
It sounds like a personal grudge and the person with power is using that power to make the other person's life miserable. The sad part is that it sounds like one followed the other all the way to Indy just to try and catch him at cheating.

Nerdelemental, Omenbringer said you were the expert on Colette. I've got nothing for the Arcanists, and her boxset will be all I have when I pick it up. I read through the thread about her and her tactics, but it only really covered what was in the box set. Is there anything else in the Arcanists faction that would be good to add/replace in with the boxset?
