Try GW's chaos black, highlight it with shadow grey, or any grey really, and put on a black wash? The chaos black has a bit of a shine, it's not as flat as primers usually are.

That is possibly the creepiest Teddy paint job I've ever seen. I love it. I'll admit it made me feel a bit uncomfortable. It's the eyes. Amazing work.

Water or Vaseline work well. I mostly use water since it's rather easy, just make sure your tools are ALWAYS wet. And to let the GS harden a bit (about 15-20 minutes) before you start the small details.
