Is there any other way? One of the puppets...Lady Justice I believe though I am new to it and have not memorized them, benefits from exaust tokens by getting +1 power each one...? All effects can stack, but certain ones like Powerful +/- benefit more than others. You can stack Exhaust Tokens and they are cleared all at once during Step 3 while resolving the Turn.
