Since this is a pulse with a Df resist do my models with frozen heart have to fail a Df resist to be healed? Do I flip and then choose to meet the total? Does the Silent One have to resist it's own spell?

I can't find exact rules in the book but I've been told that I have to flip the defense flip but I can choose to fail the resist regardless of what was flipped.

Yup, that's basically correct. It's at the top of page 51 in the Rules Manual, under "Resist Duel Required". "Friendly models that could be affected by Spells requiring Resist Duels must resist as normal, but when determining final totals, can choose to tie the casting total and suffer the Spell's effects."

interesting, I never read that rule and alwats presumed you had to cheat down to fail, does the same thing come into effect when you attack your own models (ie you can chose to tie the total and take a double neg damage flip)?

Sadly, no. You still have to cheat down the Attack flip or cheat up the Defense flip to avoid attacking yourself successfully. Spells work differently.
