In section Your Puppet Army you need Animation Card equal or exceed Value. But in The Tools of Animated Puppets is equal or less. So what is correct? Somewhere in rullebook is example with Bell and AR is equal or less. Animation Requirement (AR):The Value that the Animation Card must equal or exceed to Animate this Puppet. If the AR includes a Suit, the Animation Card used must be of that required Suit.[Example:Joss has an AR of 8, so an 8, 9, 10, 11, 12, 13, or Red Joker can all be used to Animate Joss] Puppet Animation Requirement:Every Puppet has an Animation Requirement (AR). To be able to Animate a Puppet it must have an AR which is equal to or less than the Numerical Value of your Animation Card. If the AR has a Suit associated with it, the Animation Card must also be of that Suit. Quote

After so many drafts you just read them both the same way and that's how we missed it. They do mean the same thing though... just basically flipped. One approaches it from the perspective of the Card being flipped for Animation while the other approaches it from the perspective of the Puppet. But just to be sure: The animation card must be equal to or higher than the puppet's AR, therefore the puppet's AR is equal to or less than the value of the card. Two ways of saying the same thing.
