Governor's Proxy and the Governor's Decree spell

Folks,

Let's say I have two Archanist models next to each other, one with a high WP.

Using Governors Decree, it says to target the model plus 1 in 3" for each Ram; with the Ram, it when I target the low WP Archanist, also hits the high WP model.

How does this work - do I have to perform a WP dual on each model, or does the success of the spell get determined by the dual result of the original target? I.e low AP model looses WP dual, so both get their suits stripped out...

Governors decree is a spell so you flip your casting total

then cheat higher if you want.

When you are done casting it is done, now each model effected does a willpower resist flip to beat the casting total in turn.

So no it would not automatically effect both if the first model fails its resist.
