Says move all guardsmen 3" towards this model... So, if they are in melee with someone do they do disengaging strikes till the guardsmen is moved the 3"... or do they not, do they get to do disengaging strikes or no? does it ignore movement penalties?...or does it not?....

If it doesn't say push then it's a normal move and must follow all rules for moves. Disegaging, terrain etc.

Then how does it work if someone does a disengaging strike, it doesn't say this model moves, or this model makes a wk3 action, it says move the model 3".. It maybe semantics I suppose but difference is there. Or, does stuff like disengaging strikes even happen? I'm afraid I dont have my RM with me.

The disengaging strike happens when the model moving reaches the end of the melee range of the model he's walking away from. If the strike is successful the model moving stops.
