Who determines order of flips in an AoE

The question came up in a recent game where a pulse effect forces models both friendly and enemy to generate a flip vs a TN or something happens. The question i have is who determines the order of the flips?

For instance, Montressor's 0 action. Does the active player get to decide the order for both Opponents and themself or does the active player decide which side goes first, but the opponent gets to decide the order for their models?

Ah, never mind I just found the sidebar that I had some how missed.

In the big boy rule book pg 30 it says that starting with the turn's First Player, the player resolves all of their actions in whatever order they choose then the other Player(s) resolves theirs in whatever order they choose.
