Is that one of the standard minis?

Yep, u can find it on GW store, space marines army - elite section.

Any hints on how to paint a Peacekeeper that looks that good?

Hints ? Ican give a recipe of colours:

Armour:

1. Base colour is a mix of Red Gore & Regal Blue (nearly 5 to 1)

2. Then add more red gore to the mix, 'till pure red gore

3. Add Blood Red to red gore 'till pure blood red

Gold:

1. Base is dwarf bronze

2. Add Burnished Gold to the bronze 'till the pure burnished gold

3. Mithril Silver on the lightest edges

Metall:

1. Base is Botgun Metal

2. Wash with Gryphon Sepia & Baddab Black

3. Mithril Silver on the lightest edges

and some simple freehands ))

So here is my Guild so far.

GW colours:

1. Catachan green

2. Catachan green + graveyard earth (gradually increasing a share of graveyard earth)

3. Graveyard earth + bleached bone

4. Bleached bone
