Do Henchmen count as "Minions" when not leading a crew for strategies and schemes?

As the title implies, if I have a henchmen that is NOT leading a crew, does it count as a minion for schemes or strategies that mention a number of minions? Or do they count as non-Master non-Minions? It's come up in a couple games but has never been a big deal, but it would be good to know.

No it doesn't count as a Minion, it's still a Henchman. So if your opponent takes Von Schill, for example, you cannot have him as a target of Kill Protege. The scheme will target the highest cost Minion.

you can also put him in a dress (mannikin replacement) when henchman are not leading crews.

What you're thinking of is Leader. Henchman are not considered the Leader when they're not leading a crew, but they're still Henchman regardless.
