1. You decide to cast Obey, declare target, measure and if the target is in range, flip the starting card for the casting duel.

2. You cheat fate/use Soulstones if needed to get the spell off.

3. Defender makes a resist duel and may cheat fate/use soulstones, whatever.

4. If the target fails the duel, the spell just worked. If the target is a friendly model it may decide to lower it's duel to tie the caster, which means the spell will affect it. You will of course do this in this case since no point in casting that spell on an ally if you plan to resist it ;P.

The point is that you flip for resist (burns a card from your deck) but you may decide to fail the resist duel regardless of the result.
