Short answer: allows him to move over severe terrain without penalty. the Ca may not do much for him now, but that doesn't mean he can't/won't get access to spells via other avenues. There is a range for the SS's available for each, which also overlap quite a bit, so you have a bunch of flexibility in the size of games.
