Sand worm sandstorm

If sand worm is buried  , uses sandstorm and could appear anywhere on board or still just severe terrain ?

Also if sandworm moves into base with another model when they have this aura up it inflicts effects ?

The aura won't help, the area on the board needs to be severe before the sandworm places there.

Moving a hazardous aura does not cause hazardous to happen. Hazardous happens if you resolve an action or a movement at keast in part in hazardous or if a hazardous marker moves.

Also, importantly, the Sand worm can't take the Sandstorm action while buried in the first place. The sandworm would have had to have been obeyed to take the action, then gotten attacked and burried with it's df trigger, then unburried on it's own activation later.
