How much movement is required to move through severe terrain?

Another question arose that we think we may be playing incorrectly. Does a model need to fully clear a severe marker to begin full movement? I guess the real question is, does it take 4 inches of movement for a 50mm to clear a 50mm pitfall terrain or would it be 8 inches to clear because part of the model would still be in the pitfall terrain?

I'm sorry if that's confusing.

If a 30 mm base was crossing 50mm of severe terrain then it will cost at least (80mm*2) 160mm movement because as long as any part of the base is in the terrain it suffers the penalty
