Hostile Work Environment and triggered actions

Hi Wyrdos,
my question is: do the Hostile Work Environment deny the Coordinated Attack effect? Can a model that's in the aforementioned aura be the friendly model to take an attack action? Is it a target?
If an action has pulse or aura range, that does not have a single target that means, the HWE is not working against those effects, but if an action has an effect that says a (single, chosen) friendly model within x" pulse, can it be chosen within the range of HWE?

Co-ordinated attack does not target, so it does not interact with Hostile work environment. 

I'm basing this partially on old rules, but if something doesn't say "target", it isn't targeting. Choosing a model is not targeting that model.

Hostile Work Environment works only for Actions that have the word "target". Models in the aura can be affected by actions and triggers that say "choose" (like Pigapult "Full load" action) or don't say anything (like Coordinated Attack).
