Fast Condition on Leader

Question

Hello! After a big absence from the Malifaux World I decided to try out 3rd edition. As I am reading the new rulebook, now I want to ask about the Fast condition.

It says in page 29 that The number of Actions this Model can declare during its activation is increased by 1, to a maximum of 3. Since a Leader has already 3 actions he do not benefit from the Fast condition?

Sorry for the thread necro but in a similar follow up question for Tara, she can choose to activate a second time but gains the slow condition.

Does this follow the normal rules for Fast vs Slow meaning the second activation has two actions?
Or does this mean that the second activation has only a single action as per the slow rules?

Where are you seeing that slow says a model only gets one action?

There's a subtle but important distinction here. She does get 2 actions on the 2nd activation, but there's nothing being cancelled out. Masters normally get 3 actions. Slow is -1. So a slow master gets 2 actions. If you gave Tara between her activations, that would cancel the slow and she'd get her full 3 actions.
