Cheating fate ties in 3e

Hello,

Just played my first game of 3e, I was trying to determine what happens in a duel if an attacker cheats fate to tie a defender's card. Over on Reddit someone posed the same question: to which it was answered:

Ties go to attacker. So if he cheats to tie, he wins the attack duel and gets a double negative to the damage flip.

I cannot locate this in the rulebook, was this a rule from an earlier edition that was changed. All the wording in 3e indicates the attacked needs to equal or exceed the defenders total and that there is no penalty on the damage flip for only equaling the defender's .

Page 24 of the rulebook under the section "Damage" 

The Accuracy Fate Modifiers are determined by the differences in the final duel total based on the break-down below:
• Tied: The damage flip will suffer --.
• 1 to 5: The damage flip will suffer a -. 
• 6 to 10: The damage flip won’t have a modifier for accuracy.
• 11+: The damage flip will receive a +.
